World Social Forum - Mexico

A meeting took place in Mexico City from 2-4 May 2010, for the Thematic World Social Forum; ‘Of the people and by the people; other solutions to the global crisis are possible’, where extensive moments of dialogs and proposal debates took place among representatives of social movements, organisations, networks, national and international personalities and experts around the popular alternatives facing the neoliberal economic model and its impacts on all the dimensions of human activity. Amongst them, there were representatives of movements like; Indigenous people from Bolivia, Climatic Justice and South Jubilee; as well as intellectuals like Helio Gallardo, Pablo González Casanova and François Houtart.

Following the Thematic Social Forum, the World Social Forum (WSF) International Council Meeting took place in Mexico City from May 5th – 7th 2010. The International Council Meeting was preceded by a day-long workshop on the WSF methodology. The meeting was centred on the theme of the Financial Crisis and also focused on the next WSF event to take place in Dakar in February 2011. The work of each IC commission focused on the actions necessary to both strengthen the current process leading towards Dakar and to make the Dakar event successful and fulfilling of the WSF vision to catalyse encounters between activists from different regions of the planet. Finally the renewal of the Liaison Group generated a dynamic critical reflection by the IC members.

 

The meeting focused on various aspects of the problem of the Financial Crisis and it was decided that in July 2010 there will be another seminar to see what has been done and also to prepare the other seminars. The Dakar Committee is to work on the proposals up until June. The Seminar this month will discuss the axes of the event and this will allow the Organising Committee to launch the aggregation and registration process.

The three main axes are;  

·         Critics to the system; crisis, capitalism, neoliberalism, crisis in the world;
·         Struggles against capitalism, imperalism, wars and oppression;
·         Alternatives to the crises; economic, social,  cultural and political transformations all over the world; reflections and alternatives in all continents.  

The meeting looked at the four reports of the IC Commissions;

  • 1.   Report of the Communication Commission;
  • 2.   Report of the Methodology Commission;
  • 3.   Report of the Strategy Commission; and
  • 4.   Report of the Resources Commission  

Summaries and Conclusions;

The summaries and conclusions from the four commissions focused on different aspects; 

Communication Commission

Final Remarks of the discussions of the commission pointed out;
·         The need to evaluate the relevance of the WSF for movements and how it can be renewed.
·         The need to strengthen the cooperation amongst members (starting by members of Comcom participating in mailing lists of other commissions)

·         The need to clarify responsibilities 

·         That communication is not just a technical matter but a matter of a vision
·         The challenge is not just to elaborate a “message” of the Forum, but how we the spirit of the Forum can be renewed and communicated

Methodology Commission

In its final comments the Commission made the following observations;
·         The Methodology Commission informed what were the axes of discussion during its meeting and informed on the methodological preparations of the colleagues in Dakar for the 2011 WSF.
·         The Strategies Commission decided on three aspects:  

  • To add methodological reflection and perspective to the actions and workplan of the Strategy Commission;
  • To continue the Commission's project, presented by one of the members, focusing it in the process and events of 2010 towards Dakar and beyond.
  •  An open point still not defined is to make a connection with and between concrete struggles of social movements. It was considered that the WSF should have direct utility for social movements and give more visibility to its social struggles. This dimension is going to be discussed with the Dakar Organizing Committee and it will be encouraged to add important issues to the discussion, such as: war, poverty, climate change.

·         Regarding the members’ proposal, the Commission will:

o   create a strategy debate space of social movements and organizations in the WSF, with an open space in the website with 4 questions:

  • (a)         analysis on the different crisis;
  • (b)         analysis of the antiglobalization movement;
  • (c)         what proposals and alternatives to face the crisis; (d)        what is expected from the WSF and for Dakar.

o   Accumulate from the process, of the 40 events in 2010, getting reflections from them, putting them on the web.

o   Stress themes that look more necessary to the Commission and which could be developed. These proposals are echoed in the discussions and developments that happened in the Methodology Commission;
in the aforementioned themes, as well as in the perspective of recovering new paradigms and worldviews, different from the Western hegemony, towards a new inclusive universalism. Another coincidence was also the privilege given to concrete struggles as a substantial dimension of the WSF
o   The importance was also stressed of putting all this reflection in supporting new relations that will feed a new political culture.

Strategy Commission

Conclusion of the Strategy Commission;

Different small meetings were held in order to prepare the website and to prepare the debate on the thematic axes. Some questions came up repeatedly during the different meetings, such as concerning the need to interconnect different events and social movements, the need to make the process more visible and more useful. The meetings with other commissions were seen as very positive and could help to make the WSF-process more coherent. The hope was expressed that the new Liaison Group could take this into account for the future planning of the ICs. The general objective is an accumulation process.    

Resources Commission

The recommendations of the Resources Commission were;

The proposal to conduct a survey to capture the lessons of these forums – how they are being resourced and organized, what variations and innovations they contribute to the methodology of the WSF process, and how the Commission can support their efforts. This survey would be done in coordination with other commissions, especially the Strategy Commission, which was engaged in a similar process. Together with the other commissions, the resources commission proposed to identify and develop commons that can be shared and used by different forums (e.g. translation and interpretation resources, website, database, communications, etc.).
